In the coming days, Madrid will have a shielding with few precedents in its recent history. As befits a city that will become, for the time being, the political centre of the world. On 29 and 30 June, more than 40 delegations of Heads of State and Government will parade through the capital: NATO Secretary General, 30 allied countries, four invited countries from the Asia-Pacific region, four non-NATO EU countries, the European Commission and the European Council... In short, more than 5,000 attendees, including delegations, NATO members and journalists will attend the NATO summit in Ifema, where the future of the Alliance will be debated. That is why the City Council, through the mouth of Begoña Villacís, is asking to avoid the city centre and to telework. Special DGT traffic plan The Directorate General of Traffic (DGT) has set up a special traffic control system for entering and leaving Madrid on the occasion of the NATO summit to be held in the capital on 29 and 30 June, which includes traffic cuts on the A-2, M-11 and M-40. Specifically, there will be occasional traffic cuts on these three roads from next Tuesday, the 28th, especially in the early hours of the morning and in the afternoon. This will be on the stretch between the A-2 and the M-11, although there may be cuts at other points which will foreseeably cause traffic jams on the rest of the access roads to the city of Madrid, the DGT has warned in a press release. Every day more than 500,000 vehicles enter Madrid through the different access roads to the capital, so the DGT has called on people to use public transport and to follow the recommendations to, as far as possible, telework during the three days of the summit in order to avoid journeys. Those people who have to access Madrid during the aforementioned days via the A-2, the only alternative high-capacity route is to take the Radial R-2 and then take the M-50 towards Madrid. Traffic authorities have also reminded people to bear in mind that once in the capital there will also be road closures and traffic will be very complicated. It also advises those citizens who have to travel to and from Adolfo Suárez Madrid-Barajas airport during these days to preferably opt for the Metro and the Cercanías network for these journeys. With regard to freight and passenger traffic, the DGT has informed the sector's employers that they should consider these circumstances when planning their journeys and avoid these days as far as possible and, in any case, consult and inform themselves about the state of traffic in order to avoid the affected stretches. Free EMT buses on 28, 29 and 30 June In view of the mobility problems that have been announced, the Mayor, José Luis Martínez-Almeida, has announced that travel on Empresa Municipal de Transportes (EMT) buses will be free on 28, 29 and 30 June during the NATO Summit, despite the fact that the municipal government recommends not travelling if it is not strictly necessary. The Ministry of the Interior has already announced the activation of "Operation Eirene", the name given to the security arrangements, with more than 9,000 agents, of which 6,550 are national police and 2,400 civil guards. However, in addition to these troops, the regional and local authorities will also be deployed. Around 600 people, including firefighters, local police, health and Civil Protection volunteers will form part of the exclusive plan that the Community of Madrid has prepared to coordinate the emergency services and reinforce public transport during the summit. The Council of Government, held yesterday in Tres Cantos, released the document containing the details of the plan drawn up by the Regional Ministry of the Presidency, Justice and Home Affairs, which provides for the reinforcement of up to six Metro de Madrid lines to meet the extraordinary demand from users. In addition to these, there will also be the number of personnel that the City Council of the capital will put in place. As the municipal spokesperson and delegate for Security and Emergencies, Inmaculada Sanz, announced this week, Cibeles will have 2,000 personnel, of which 1,200 will be municipal police. These will be joined by the Fire Brigade, Samur Civil Protection and Madrid Salud. Mobility in the city will be seriously affected. Not only in the area around Ifema, but also in the entire central area of the capital, where the hotels where the delegations will be staying are located. For security reasons, the City Council has declined to provide further details. It should be noted that certain lanes will be set aside exclusively for the delegations. And, in order to ensure safety, the routes will vary. On these routes, the cars of the delegations will be accompanied by a hundred or so motorcyclists from the Municipal Police. In any case, there will be two critical points: the M-11 from the Castellana and the Barcelona road from Avenida de América, both of which are essential to reach Ifema.
